Pitt County Economic Development (PCED) is the lead agency driving economic growth in our community. By attracting new industries and supporting the expansion of existing businesses, PCED helps create jobs, diversify the local economy, and grow the county’s tax base. Backed by the Pitt County Board of Commissioners and a strong network of partners, PCED leads strategic programs and initiatives that enhance the business climate and quality of life for all residents. Key Industries Driving Growth
- Healthcare and Life Sciences: Anchored by ECU Health, the region hosts Eastern North Carolina’s only Level I Trauma Center and benefits from cutting-edge research at the Brody School of Medicine.
- Higher Education: East Carolina University and Pitt Community College fuel workforce pipelines in business, health, technology, and trades. ECU is an R1 research university, and PCC serves over 23,000 students annually.
- Advanced Manufacturing: Local industries include food production, pharmaceuticals, plastics, and engineering, supported by industrial parks and customized workforce training.

Pitt County Economic Development (PCED)
Pitt County Economic Development (PCED) leads efforts to grow a diverse economy, expand the tax base, and enhance quality of life through strategic programs and public-private partnerships.
- History: Founded as the Pitt County Industrial Development Commission in 1959, PCED became a formal County department in 2021–2022.
- Impact: Since 1987, PCED-supported incentives have created nearly 16,000 jobs and generated more than $2.9 billion in private investment.
- Property Development: PCED manages over 140 acres and has invested $7 million in shell buildings and industrial sites over the last two years.
- Business Incubation: The Technology Enterprise Center (TEC) offers 8,000 square feet of leasable space and houses the NC Pharmaceutical Services Network training center.

Powering Progress Through Sites and Infrastructure
Pitt County Economic Development is preparing for long-term growth by building a strong foundation where people can live, work, and grow businesses. Through targeted site development and infrastructure investment, we help reduce risk for businesses and increase the county’s competitiveness in attracting and retaining industries.
Our efforts are focused on high-priority locations, including Farmville Corporate Park, the Ayden Rail Site, and the Pitt County–North Megasite. These sites are being prepared with essential features such as utility access, broadband connectivity, and transportation infrastructure to meet the demands of fast-moving development projects.

We evaluate, prioritize, and prepare industrial properties to support medium- and large-scale development. This includes conducting due diligence and environmental assessments to achieve shovel-ready certification. - Growing Business-Ready Sites:
We invest in priority locations and provide upgrades such as roads, utilities, and broadband to ensure sites are ready for new business opportunities. - Grant Acquisition and Project Financing:
We secure funding from local, state, and federal programs, including the Select Site Program, Megasite Fund, and Brownfields Grants, to support long-term site and infrastructure development. - Property Database Management:
We maintain a real-time online inventory of available buildings and sites to support Requests for Information (RFIs), consultants, and prospective businesses. - Public-Private Collaboration:
We partner with developers, engineers, utility providers, and construction teams to move projects from planning through completion. - Infrastructure Investment:
We support upgrades in industrial zones, including water, sewer, electric, and roadway improvements. - Supporting Active Projects:
We provide hands-on support for development projects through permitting, planning, and grant compliance to ensure successful delivery. - Encouraging Innovation and Regional Collaboration:
